My only comments are:
 
1) You probably want to put down which bioinformatics programs you would like to package in the proposal - I am not sure whether this is necessary or not
2) You probably want to have a look at SGE's website http://gridengine.sunsource.net for a better description of what it is.  You probably want to emphasis that SGE is a resource manager/batch scheduling system which is mainly used in clusters but are also used in larger grid systems.
3) Take a closer look at their updated participant FAQ, they mentioned that it would be a good idea to give some programming background, etc.

Project Title
    OSCAR BioInformatics packages and SGE support

Synopsis
     Contribute to project OSCAR (http://oscar.openclustergroup.org/)
by adding important software for research environments in the
Biosciences field.

Deliverables
     - Create OSCAR packages for all relevant bioinformatics tools that
run on clusters
     - Create the Sun Grid Engine package.

Project Details
   BioInformatics, a somewhat new and ever growing field, has many
complex algorithms
that can only be handled by powerful clusters.
My main task will be to select several applications of interest and
integrate properly with
OSCAR. This would be of great value to the scientific community.
    I will also create and maintain the Sun Grid Engine package, a
software to incorporate/maintain grids under current cluster
infrastructure. This task will probably require coding
on OSCAR's core components.

Scope
   The above two tasks can be completed under Google's schedule.
   I hope I can continue to improve OSCAR beyond this period.

Bio
   I'm an undergraduate in electrical engineering from University of Sao
Paulo, Brazil. I am currently involved FAPESP's
(http://www.fapesp.br/english/index.php) program called
Viral Genetic Diversity Network (VGDN)
(http://www.lemb.icb.usp.br/lemb/vgdn/www/)
which aims to sequence HIV-1, HCV and RSV variants collected across 23
labs in Brazil. I'm currently assisting the design of the main lab
(LEMB) analisys cluster HPC, a 54 cpu-diskless cluster of 2.0Ghz
Opterons, and adapt to our software.
   I think that it is a great opportunity for me to learn, help the
university lab, contribute to OSCAR project and get involved on the open
source community in a active way.
