IIRC that was for technical reasons: while normal packages were in /opt/oscar/packages, those which were downloaded went into /var/lib/oscar/packages or so. This allowed to download newer versions of the existing packages without getting conflicts. With opkgc this danger doesn't exist, packages will be updated instead of overwritten. Since we'll put all OSCAR stuff into /opt/oscar and $OSCAR_HOME will be set to that directory, I'd feel better to have packages also there.
