Right, so basically you are saying opkg-<package> should be installed
prior to opkg-<package>-client/server.

That's fine, however what I am asking is whether
opkg-<package>-client/server packages should have a specific requires
for opkg-<package> (since it is not automatically generated).  With
this dependency, if for whatever reason, opkg-<package> was not
installed, then trying to install opkg-<package>-client/server
packages will throw an error.
