My best guess is that your PBS database is corrupt or something. To start fresh, run it with the option to blow away the database (this will require running OSCAR's post_install again). Here's how you start it in order to refresh it's database:
/opt/pbs/sbin/pbs_server -t create
Hopefully, it starts in that state w/o running out of memory.
Then just run /OSCAR_PARENT_DIR/oscar-2.x/packages/pbs/scripts/post_install to populate the PBS database.
