Please read the release notes (in the (Quick) User guide), and especially for RHEL3, it mentions that you need to manually download the mysql-server RPM and install it - though if you are using AS it should provide that RPM, not sure why you don't have it - you copied all the RPMs from all CDs to /tftpboot/rpm right?
