My only guess is that there is something peculiar with the switch. I know the switch I have uses a feature called something like "spanning tree" which has problems with handling "a lot" of TFTP requests (or something like that, the guys from Dell suggested it be turned off because it caused ROCKS to do strange things). I have seen similar problems with TFTP in the documentation for a switch I looked into for someone on the list, but I don't think that was ever confirmed to be the problem in that case.
Anyway, you might check the switch manifacturer's website for TFTP related lockups. "Rebooting" the switches and trying again might not be a bad idea either, make sure you give them a minute or two to forget what they were doing before. Assuming they aren't irritatingly helpful and save the broken state somehow on power down... You might try checking to see if the dhcp service isn't dead on the head node for some reason too...
