memang betul distributed perlukan server, maintenance, training, deployment
untuk setiap site.

no harm in comparing the pros and cons between the many options. the more
important thing is to consider all options / possibilities.

systems (client server and web app)

   1. main database and client app for all functions and counter services :
   which is local to the pbt hq
   2. client app for all functions and counter services at branches with vpn
   connection to main database at the pbt hq
   3. client app for selected services which can be done offline (example
   payment and issue of licenses at public places where there is no connection)
   4. web app for customer services (statement / payment) with daily
   uploading via vpn between pbt hq and state govt, with customer accessing
   through the internet

mixed between centralised and distributed according to the situation

decentralised actually requires a more complex and comprehensive design, but
it is actually practical if you only need to upload reporting data. i have
seen general electric and honeywell offices in malaysia using local
installation of software, then uploading the data on daily basis to the
centralised global sap system.

it becomes necessary for high volume counter services at branches like for
banks or touch and go terminals. for banks even with leased lines, a
distributed layer still exists, so that some services can still be performed
(boleh terima duit tapi tak boleh buat withdrawal)

# tengah boring tunggu processing 60 million transactions from all the tng
toll terminals : berhari - hari ....
