2.  Edit/selection tool
3.  Run time filters
4.  Sound control
5.  Video control
6.  Total movieclip manipulation
7.  Code generation for designers who have a little development skill ;)

Flasc:  Rich GUI to bring MTASC to a hybrid flasher (design/coder)

Red5:  Bringing streaming media to a much larger audience than used to be possible.  With the addition of actionstep components, they could drop on stage and be up in running.

ALF:  For the unorganized designer in all of us ;)

fosForo:  Maybe its developer centric, but it purpose is design oriented

FunkyTools (png2swf) - extremely useful for designers

Screenweaver - leverage that good looking shtuff in a wrapper executable and deliver baby!

I mean, yeah there's quite a bit actually.  And this is what I was saying:  The mentality is "Developer" and understandably so.  But there are plenty of OS tools that provide designers and hybrids quite a few tools.  Most of the work I do in Xray is actually Designer specific really.
