Gee, if all you want to do is place buildings on terrain, you might want to 
look into osgTDS (if it's still supported). this is a script language 
methodology you can use to place buildings, roads and other cultural data on a 
terrain is OSG. I think you still have to calculate the elevation you want, but 
it adjusts the terrain so building and stuff appear on the ground. I've never 
tried it, so I can't say how effective it is, but that’s my shot in the dark on 
that!
