Deputy Director for Strategic Operational Planning Vice Adm. Albert Calland will retire on July 1, 2007, according to a center statement. Calland, a three-decade veteran of U.S. Navy special operations, has served in the post only since September last year. The post is a key one: It is the seat from which government-wide priorities and strategies are imposed on counter-terrorism operations planned by a huge range of U.S. military elements and intelligence agencies. "As an experienced operator whose career focused on counter-terrorism activities and special operations missions (Calland's) credentials for this important national planning effort were impeccable," said the center director, retired Vice Adm. John "Scott" Redd, in the statement. Through his 33-year career, Calland commanded Navy special warfare units and Special Operations Forces at all levels, beginning as platoon commander of a SEAL team and culminating as head of the Naval Special Warfare Command in August 2002. "In every position (Calland has) served -- a SEAL team leader in the Arabian Gulf, a combat leader in Afghanistan <http://www.upi.com/Security_Terrorism/Briefing/2007/04/30/counterterror_pla nning_chief_to_retire/#> , the CIA's deputy director, and finally, as my deputy for strategic operational planning -- his contributions to our nation's security have had an enormous and enduring significance," said Redd. A work used does not necessarily have to satisfy all four criteria to qualify as an instance of "fair use". Rather, "fair use" is determined by the overall extent to which the cited work does or does not substantially satisfy the criteria in their totality.
