In my experience, if it is not the first OS for an organisation, is actually opposite. The sponsor is less worried, the agenda is made more quickly, and the Law of the Two Feet is used more at an earlier stage. I don't think you need a stronger theme the second time, but strong it must be - was it ? If it was, there must be another good reason, and finding out what it could be could really add value - I don' believe it was the fact it was a second time.

I once experienced action planning dragging on (though this was a first OST for that organisation), and it turned out there was a very good reason for that to happen: there was a dead moose under the table - management had been very critical and unsupportive at earlier occasions when staff had taken initiatives.......
