Alternatively, have a look at https://wiki.openstreetmap.org/wiki/Maps.Me which seems to be opensource and has also compact map files for vector rendering and routing.
Or see https://wiki.openstreetmap.org/wiki/Mapsforge that can be used with https://wiki.openstreetmap.org/wiki/GraphHopper also https://wiki.openstreetmap.org/wiki/Routing for a collection.
