In Italy (and elsewhere) we are using maxspeed=* for the speed limit, also if not signposted but implicit, and then add an additional tag source:maxspeed to keep track whether this is explicit or implicit: https://wiki.openstreetmap.org/wiki/Key:source:maxspeed (explicit limits get a "sign" value). cheers, Martin
