Well it's not that simple from what I am reading.   The 200 mile  
standard is an old one that very few actually use anymore.  The most  
widely accepted standard is 12 nautical miles.  The group that runs  
the boat claims they were 90 miles out.  they are also claiming that  
the gunboats fired warning shots at them.  Interestingly they've, in  
the past, bypassed the blockades to give aid so they knew it was  
dangerous.  Maybe that is why CNN was there to catch Israel doing  
something naughty.
