Territorial waters are traditionally considered 12 nautical miles, the rest being international or the "high seas," http://www.un.org/Depts/los/LEGISLATIONANDTREATIES/PDFFILES/ISR_1990_AmendedLaw.pdf . It apparently comes from the distance at which a country could fire weapons at other countries' ships. The idea of a 200 nm distance is not unheard of. It comes mainly from concerns about economic exploitation by other countries of coastal waters.
