Israel requires prior authorization and notification for vessel at 100 nautical miles (25 NM for smaller vessels), and designates specific sea channels for passage. There must be radio contact with the Israeli Navy at 25 NM for all vessels." Look it up, see if you can find the designated sea routes that Israel permits. IOW, this ship could have transported the supplies in if they followed proper procedure.
