If you live in a really bad neighborhood, pizza delivery guys are not going to come to your house. It's much the same with ISPs; when your ISP is a source of spam, you will get blacklisted by many mailservers (including mine). If sites on the same IP block as you are distributing malware, then you will get tarnished with the same brush. And once you are tarnished, the taint will stay with YOU.
