That would be the government solution.

Alaska is a good example,

I'm familiar with 1 of their, i guess we would call it a county,   
because of a business relationship.

It  the size of West Virginia and only has 50k people.   There are two  
EMS services and three doctors.

They solve the problem by

1)   pay the doctor very well for the area.  (they are the richest  
folks there)
2)  forgive medical loans at a certain percentage per year for each  
year they live there.
3)  one I kind of wonder about..    They drop the internship and  
residency requirements so a 4 year medical degree is all you need, not  
the additional 4 years of experience.

So it can be done by simply making it worth while.
