I'm not making a comment either way on the government run health care
issue, just relaying my DMV experiences.

When I moved recently I sent in 2 address change forms for 2 people (4
forms total).  The instructions dictate that each person must use a
separate envelope so I put each person's set of 2 in 1 envelope each.
Several months later I received a tax bill for the wrong county and
found that of the 4 records requiring a form each split over 2
envelopes, they had changed 1 record.

This has been typical for my experience.

Again, just one anecdote.
