I tried this and the field defaults to $Data{"TicketFreeString1";}>

Here is what I have in the relevant section of AgentFreeText.dtl:

<td><select name="FreeText1">
<option selected
value="$Data{"TicketFreeString1";}">$Data{"TicketFreeString1";}></option>
        <option>Breakfix</option>
