Are you really sure, that all data got lost? Could you take a look into 
the database directly? In the database for OTRS you should find a table 
called time_accounting. There you should see your old data.

If this data are not displayed via the webinterface, there might be a 
bug. But I'm sure, that the old data weren't deleted...
