You can do this in config.pm with :
# Format of responses.
# ms_style
$Self->{'Ticket::Frontend::ResponseFormat'} ='$Data{"Salutation"}
$Data{"StdResponse"}
$Data{"Signature"}
$Data{"OrigFrom"} $Text{"wrote"}:
$Data{"Body"}
';
Just move the response parts "around" ....
