DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one
Technology Manager, hereafter referred to as Worker(s), who meets the general
qualifications of ITSAC Project Manager 2 Category, Emerging Technology Type
and the specifications outlined in this document for the Texas Department of
Health and Human Services (HHSC) Enterprise Applications.
All work products resulting from the project shall be considered
"works made for hire" and are the property of the HHSC. HHSC may include
pre-selection requirements that potential Vendors (and their Workers) submit to
and satisfy criminal background checks as authorized by the Texas law. HHSC
will pay no fees for interviews or discussions, which occur during the process
of selecting a Worker(s).
HHSC Enterprise IT is currently in the planning stage of an enterprise data
warehouse initiative with a goal to accomplish the following:
A. Development and publication of project management documents and
deliverables in compliance with DIR Framework directives;
B. Obtainment of matching federal funds for this initiative through the
development of a federally approved IAPD;
C. Creation of an RFP that clear defines the services and deliverables
required of a single vendor to design and implement the enterprise data
warehouse;
D. Contracting with a single vendor for the design and implementation of
the enterprise data warehouse;
E. Vendor management, contract and technical oversight of implementation
vendor;
F. Establishment of an enterprise Business Intelligence Competency Center;
G. Establishment and maintenance of data management and governance
standards.
The worker will be responsible for day-to-day management of the EDW Technical
Team. This individual should have full technical knowledge of all phases of
data warehousing planning, design, and implementation. Worker
responsibilities may include:
A. Day-to-day team operations and resource management.
B. Task scheduling and assignment for a 3-10 member technical team.
C. Ensuring timely and accurate communications between other EDW project
teams and external stakeholders as appropriate.
D. Project status reporting to management team as requested. Including
timely up-to-date project status updates.
E. Identification of project risks and coordination with PMO and Program
Manager for mitigation strategies.
F. Analysis of requirements and data sources in the overall design and
implementation of the Enterprise Data Warehouse
G. Systems and data analysis required for data warehouse planning phase and
the creation of deliverables required to develop a comprehensive alternative
analysis and cost benefit analysis for an enterprise data warehouse.
H. Development of infrastructure, storage, and networking requirements for
an enterprise data warehouse.
I. Working with business and data analysts, developers, database
administrators and requirements analysts to translate business requirements
into technical requirements.
J. Development of conceptual and logical data models from data analysis
results of business requirements translation.
K. Assist in cost estimation for project resources - staffing, hardware,
and software.
L. Gather and document security requirements for the enterprise data
warehouse.
M. Providing guidance and mentoring to Technical Team members.
N. In-depth knowledge of data warehousing tools.
O. Analysis of application and data integration problems, provide solutions
and recommend corrective actions
P. Interpreting new and changing business requirements to determine the
impact on data warehouse design
Q. Analyzing source system data structures and mapping the structures to
target data warehouse schemas. Must have excellent skills in requirements
analysis, data assessment, business process reengineering, and familiarity with
data warehousing design concepts such as third normal form and dimensional
modeling.
R. Responsible for preparation and/or review of any technical designs
and/or documents.
II. WORKER SKILLS AND QUALIFICATIONS

Experience on enterprise level systems projects in the Information Technology
(IT) industry including end to end experience on two or more enterprise data
warehouse projects.

Technical management / team leadership experience for teams of 4 or more

Data Warehousing data population techniques for target structures such as Star
Schemas, Snowflake Schemas, and highly normalized data models in conjunction
with 3 or more years experience with GUI based ETL tools such as Informatica
PowerCenter, IBM DataStage, or Abinitio.

Teradata, Oracle, or SQL Server implementation experience.

Business Objects, Cognos, Hyperion, or MicroStrategy implementation experience.

Knowledge of data warehouse design and implementation process, from business
requirements through logical modeling, physical database design, data sourcing
and data transformation, data loading, SQL, end-user tools, database and SQL
performance tuning.

Experience with data warehouse/business intelligence projects, including
experience on at least 2 data warehousing projects

A proven ability to plan and implement appropriate enterprise data warehouse
development methodologies that ensure effective management of technical risk,
smooth integration of COTS products, identification and control of interfaces
and development dependencies, and system quality through configuration
management quality assurance and testing.

Understanding of Data Warehouse Metadata concepts, tools and repositories
including ability to enforce compliance to policies and procedures including
data structures & data elements naming standards.

At least one project or one employment during the candidate's career with a
duration of 3 years or more. This will demonstrate a proven track record of
working on long term projects or having long term employment with employers to
perform not just planning and strategy definition activities but also to
successfully execute the project plans.
