I. DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one
Business Analyst, hereafter referred to as Worker(s), who meets the general
qualifications of ITSAC Business Analyst 3 Category, Core Technology Type and
the specifications outlined in this document for Office of the Attorney General
(OAG).
All work products resulting from the project shall be considered
"works made for hire" and are the property of the OAG. OAG may include
pre-selection requirements that potential Vendors (and their Workers) submit to
and satisfy criminal background checks as authorized by the Texas law. OAG will
pay no fees for interviews or discussions, which occur during the process of
selecting a Worker(s).
Worker will support TXCSES 2.0 Initiative Management in administrative project
and analysis tasks for the TXCSES 2.0 Initiative, a collection of projects to
renew the Texas Child Support Enforcement System.
Tasks include, but are not limited to:
A. Help gather user requirements and perform analysis to implement a new
work planning/time tracking software package for the TXCSES 2.0 initiative.
B. Help coordinate work plan time tracking, maintenance, analysis and
reporting using a project management tool.
C. Help monitor, maintain and track issues and risks across the TXCSES 2.0
Initiative projects to ensure effective resolution or escalation.
D. Prepare and maintain documents, work with internal financial entities to
ensure budget information is current and accurate, review and understand the
metrics to be collected for internal and external reporting needs, compile and
report project actuals.
E. Assist in coordination activities, such as scheduling meetings and work
sessions, documenting meeting/session minutes, tracking action items and issues
to closure, and administering initiative change control
F. Participate in review and acceptance of TXCSES 2.0 Initiative
deliverables, collect and compile review comments, verify disposition of
comments in revised documents
G. Develop and/or provide input to development of TXCSES 2.0 Initiative
processes, procedures, guidelines, and presentations.
H. Provide input to and develop presentations and work products with
minimal guidance.
I. Other activities delegated from the TXCSES 2.0 Initiative management
team.
II. WORKER SKILLS AND QUALIFICATIONS

Experience writing technical documents including, business requirements,
policy, procedures, designs, business cases, and project plans.

Experience working on an information technology project in a technical or
semi-technical capacity.

Experience creating and maintaining a resource-loaded project work plan that
includes task dependencies and resource time tracking.

Graduation from an accredited college or university. One year experience may be
substituted for a year of education for up to four years.

Experience working on project with the Texas Child Support Enforcement Program

Experience working on an IT Project employing IBM Rational Tools, Websphere,

Experience using Project Workbench, Clarity or Microsoft project.

Experience performing a team lead or management role.
