DPDK commit commit 41dd9a6bc2d9 ("doc: reorganize prog guide"), which
was included in DPDK 24.11-rc1:
* Renamed rte_flow.rst as ethdev/flow_offload.rst.
* Moved switch_representation.rst to ethdev/
Update the links to it in OVS documentation accordingly.
