Found a partial answer to my dl() problem. Ubuntu 10.10 uses PHP5.3 and has removed dl() from "SAPIs". Don't know what that means yet other than it doesn't work with Apache2. I am looking for a solution but if you have any suggestions please tell me. This issue needs to be resolved in the owfs code for the future.
