Bug reports are confused about if dl() is included or not and whether
documentation is correct or not. Involves cgi, cli, php. Some work, some
do not. Some are supposed to work and some are not. The future
requires putting dynamic extensions in php.ini.

Php manual about dl() and php 5.3. http://php.net/manual/en/function.dl.php
