I think you should first contact the seller of the cable it should be  
clear that this cable is faulty. It this does not work and you paid with  
credit card you can use chargeback and let him/her deal with the bank.

 From what I know the twist main advantage is that the EMF form each wire  
in pair cancels out so they don't cause interference to other pairs.
