One reason would be that ownCloud's and Debian's release cycles differ. People who run Debian stable might not want to always run the latest stable of everything, but prefer "no shifting ground under their feet". Besides that, adding a source to the package manager is not something everybody can and should do, or is allowed to. What could work is that a Debian developer pulls in the latest release of the ownCloud client before a freeze, so that the latest possible version enters Debian stable.
