Most of the "mini" machines have a pretty cramped keyboard. I would not use it for dev work (or any serious typing). The screen resolution tends to be low as well.
Powering an external, high res monitor can be painful, depending on what sort of graphics chip it has. For skype/web browsing etc, no problems using one of these things. For more serious work, I'd get something a bit larger with a bit more oomph. The Vostro V13 mentioned earlier is a pretty good tradeoff.
