It appears to include all hotfixes to date.
Under "More Information": Windows SharePoint Services 3.0 hotfixes that are included in the cumulative update package for the Windows SharePoint Services 3.0 This cumulative update package contains all the .msp files that we have released as hotfixes or as public updates that target Windows SharePoint Services 3.0. The KB article for the hotfix (http://support.microsoft.com/kb/960010) says: "However, this hotfix is intended to correct only the problems that are described in this article." Yet I can find no information in the article about what problems they are alluding to.
