More specifically.... When in SiteB Site Actions --> Site Settings --> Modify all site settings. The click Advanced Permissions and in the Actions menu select Edit Permissions (Copy permissions from parent, and then stop inheriting permissions)
Then SiteA permissions will not inherit to SiteB, then simply remove the users from SiteA and add them to SiteB and they should only have access to SiteB.
