Any idea what the error is? I've tested creating a site as a Full 
Control/non-site collection admin user and I am able to create site groups in 
the new site and manage them, it works in my virtual machine.

The person in question is a member of the Owners Group for the site in 
question. Groups have been setup properly and rechecked for the site.



But when she goes to create a sub site, she's unable to setup new groups for 
it. She gets to the Setup Groups page but then it bums out when the page is 
submitted.



The Full Control permission level is meant to be able to manage and enumerate 
permission groups so I'm baffled.



Am I still missing something here?

Short answer, site groups have Group owners who manage them - don't think 
someone with Full Control who is not a Group owner can manage a group (unless 
they're site collection admin).



That's how Full Control works Paul, you can even stop inheriting permissions in 
a list in a site and remove users who have the Full Control role of the site, 
they can be reduced to readers of a list and there's nothing they can do about 
it.



What's most likely happening is the person with Full Control is not specified 
as the Group owner. Try and manage the group settings, view a Group and select 
Settings --> Group Settings (Manage settings such as group name and 
permissions) and where it specifies the Group owner, you can enter an AD User 
or a SharePoint Site Group and if the person's account is a member of the group 
owner site group they should be able to manage membership of the group.
