sounds like a roundabout way of doing it. If you want them to change the picture without editing the web part (which I am assuming is your aim), just create a picture library (or a document library) with one image (lets say "pic.jpg") and point the web part to display that image. Then, if they want to change, they only have to upload an image with the same name (overwrite) to the document librart\picture library.
