I have never used web part connections in an image web part
*but* you could possibly use these if you wanted to use OOTB functionality only.

Not tried or tested but create your list, add the list webpart to the pages, 
change the filter so that it only shows your single list item and then setup 
the webpart connection between that webpart and your image webpart

Other than that I don't see any other ways of doing this OOTB then making sure 
that you name the image some special name and then replace that file like Isahi 
said

Okay the scenario is bit different.

Logo control will happen from a single admin site.

We will have a admin site for provisioning sites,  where we will upload the 
logo for each customer, when provisioning the site.
After site provisioning a workflow will start and take the logo path and copy 
it to a document library in the newly created site.

We want the image web part to ready from the document library for image url.

Now someone was telling me that someone told him that we can assign a site 
column to web part and it will dynamically read it. Can this be done

I'm still trying to understand why you let the customer change the image URL 
but not modify the web part or PageImage placeholder directly. Am I missing

Yeah.. I thought that but this in this scenario, we will provision sites for 
different customers and customer then upload a logo pic.. and business wants 
them to use any name.

If not OOTB.. can we do it via a custom web part.. where we dynamically read a

sounds like a roundabout way of doing it. If you want them to change the 
picture without editing the web part (which I am assuming is your aim), just 
create a picture library (or a document library) with one image (lets say 
"pic.jpg") and point the web part to display that image. Then, if they want to 
change, they only have to upload an image with the same name (overwrite) to the 
document librart\picture library.
