I did some more digging, and found this blog post<http://sharepointknowledgebase.blogspot.com.au/2011/08/webpart-dropdown-is-missing.html>. The original web part had been closed (not deleted) and a new one of the list view was added, which was missing the 2 items. Deleting it and restoring the original fixed it up.
