I saw a poster at last year's sigcomm on a BT-inspired approach for streaming video which was very much like you described, but I can't remember the name of the project...

I don't get why they are not implementing a Bittorrent variant for play-while-downloading (chunks prioritisation within time window). Read a paper once about bittorrent mod, saying that's more efficient than sequential downloading. Ever heard of swarming-enabled p2p protocol for on demand ?
