It's clear that PPTP has severe security weaknesses as a VPN, but what
I'm wondering is why anyone thought that a VPN would provide anonymity.

I suppose you can specifically design a VPN for anonymity (that's
approximately what Tor, I2P, etc. are), but what was the basis of the
argument that any-old-VPN would provide it?
