Flash Player 10.1 and AIR 2.0 both support RTMFP Groups, and one of its 
modes is a thing called "Object Replication". The documentation is 
readily available online, and RTMFP Groups can be tested today by using 
Adobe Stratus as the peer introduction service. Stratus also supports 
automatic bootstrapping of group membership.

I believe this will all support what you're talking about when you say 
"swarming".

Also note that as of this past June, I am no longer with Adobe.
