It is all-Perl. However, he hasn't yet given it an open license (at least hadn't when I talked to him at OSCON) and the current license prohibits redistribution (because its still being developed). I tried to press him on a license cause I might want to use this for Alzabo's caching system but he didn't want to give me a firm answer as to whether it would be open source or not.
