the GPL does not force anything to be GPL if it uses GPL. it just forces
releasing the source for free if it uses GPL code. you can always sell
the system as long as it comes with (or the customer can get) the
source.

so if p5ee were all GPL it could be used by a project if that project
were to release its source. you can still sell (an enhanced) emacs if
you give out the source.

one major issue you should be more aware of now is who copyrights the
source. if you get copyrights from multiple people then you don't have
easy control over changing the license. one thing i have learned from
others is that all stem code will be copyrighted by stem systems. then
we can sell third party commercial licenses without any issues. bradley
kuhn (vp and license guru) of fsf accepts this use. you release the code
to the general public under the GPL and sell commercial licenses to
paying customers so they can resell it or whatever.

sleepycat and mysql do this type of open and commercial licensing. so my
question for p5ee, is who will own/copyright this code? is there an
independent group or compnay that can own it? will all contributors be
willing to sign over copyrights to the group? perl6/parrot has the same
requirement. all newly developed code is copyrighted by YAS
(yetanother.org) so that group can control the license.
