I'm not sure what Matthew means but i'll take a quick look into it
just to make sure PacketFence performing the correct calls to the
OpenVAS server engine.

From what i saw in my tests while developping, the first time
you start a scan, OpenVas will load all of the plugins, required
or not by the scan.
What I can suggest you is to limit the number of plugins
required by your scan configuration and once the openvas
database has been loaded (after the first scan), try to avoid
restarting it.
