It looks like you are missing the following from conf/radiusd/radiusd.conf

rpc_user   = %%rpc_user%%
rpc_pass   = %%rpc_pass%%
rpc_port   = 9090
rpc_server = 127.0.0.1
rpc_proto  = http

Compare your conf/radiusd/radiusd.conf with conf/radiusd/radiusd.conf.example.
To make sure you are not missing anything else.
