Packman currently has version 1.51. After version 1.51, upstream
changed their versioning scheme to separate the last two numbers.

The next version was 1.6.0, and then there was another update to 1.6.1.

Using RPM's version logic, 1.6.1 is considered to be lower than 1.51,
hence the outdated version is used instead of the system version.

I'm currently seeing this on openSUSE Tumbleweed.
