I installed leap 15.4 on a laptop (Intel CPU and GPU), then downloaded
and compiled version 22.3.3 of Mesa and the Mesa drivers src.rpm.

During compilation, the following message appeared, as Manfred said;

But I didn't care, I downloaded & installed the 2.4.114 libdrm src.rpm
from the Tumbleweed repo.

When I rebooted at this point, I got the black screen and thought this
was the WONTFIX.

Then I entered rescue mode from the DVD and added the file named
intel.conf with the following content to /etc/modprobe.d;

  blacklist nvidia

After reboot, I'm able to log in KDE and use the system.

From this, the WONTFIX problem can be solved with the above
intel.conf, but I consider it to be only a temporary solution.
In fact, when I run vdpauinfo, I get the following strange error
message:

       libvdapu_nvidia,so is missing! 

I have not investigated whether the MONTFIX problem originates from
upstrem or openSUSE maintainner.
