There are a couple of issues here.
The first is that the Palm V has a better screen than the IIIx (although
both are better than the III).
The second is that the refresh rate for the LCD on the IIIx is too high -
this is what causes the "streaking".
If this bugs you, someone has released a HackMaster hack called StreakHack
which helps the problem somewhat.

Subject: Palm IIIx display streaks
Has anyone else noticed streaking on IIIx displays? I've got a V right
next to the IIIx with a nice crisp display, but the IIIx is obviously
inferior.
