I believe that 1.0 and 2.0 ROMs default to 2/1/96.
3.0 ROMs (Palm III and 3.0 upgrade cards) default to 3/1/98.
3.1 (Palm V) and 3.2 (Palm VII) ROMs default to 1/1/99.
