Upon further inspection, the corruption is connected to the day of the
week of the date being formatted:
- Tuesday works correctly;
- Sunday, Monday, Wednesday, and Thursday have the bogus character;
- Friday and Saturday are blank.
Since the string generated by DateToDOWDMFormat is all regular ASCII
characters except for the Kanji for the day of the week, I'd guess it's
generating a bad byte sequence in the vicinity of that Kanji.
