For those that want a free solution, there is a set of tools built around
the GNU tools (gcc, gdb). There is an old FAQ that talks about these, but I
think it's still accurate:
<http://www.wademan.com/Pilot/Program/FAQ.htm#Start_GCC>
I've also use the following FAQ at times, but that was a while back, so I
don't know how up-to-date this one is:
<http://www.geocities.com/SiliconValley/Horizon/5249/GNU_Pilot_SDK.txt>
You can find IDEs that work with the GNU tools at <www.roadcoders.com>.

You can't use MS VC++ for PalmPilot development. I've been using
CodeWarrior under WinNT4.0 under Windows. It is commercial (and not
cheap), but well worth the investment. Older versions had problems, but
the
latest version 5.1 is very good. It has an IDE, GUI builder, graphical
debugger, and it works directly with the Windows PalmPilot emulator. I
think that MetroWerks also gives 1 or 2 free upgrades when you purchase CW.
