Right you are (Palm OS 3.5 ROM and CW for Palm R6)!  I closed out
Constructor before trying to debug (next time I'll shut everything down and
never open up Constructor before trying to debug).  The app is not large (I
even tried to take one of the early simple (and unmodified) Tutorial
project, and got the same error message.)

I'm on Win 98.
